1946年，远东国际军事法庭在东京审判日本战犯，当时法庭由11个国家的11名法官组成，受中国国民政府的委任，以梅汝璈为首的中国法官在3月20日飞抵东京《大公报》记者肖南负责远东国际军事法庭的全程跟踪报道，战前相爱的恋人和田芳子与他相会。在宴会上，肖南目睹了梅汝璈的激动和欢欣，却预感到此行必定多艰难。审判终于开庭了，中国代表团遭受到了种种困难和挫折，整个法庭不赞成死刑的人居然占多数。面对各国法官们的偏见与刁难，中国法官和检察官们与他们斗智斗勇，克服了对美国法律不了解的种种不利因素，在庭审辩论中取得了上风。最终法庭是否能将东条英机等臭名昭著的战犯送上绞刑架呢？
